Getting refund back from payment I made

I sent someone 3 payments (unfortunately for me the orignal big payment has been more than 180 days) for a total of $675 for work he was supposed to provide. He never did the work. As far as I can tell I can only get a refund if I ordered an item from someone. Anyway I can get a refund for this, as he's refusing to refund my money. I work at a recording studio and he was supposed to do some musical work and never did.

find the transaction and file item not received,180 days is too old,may be if you pay with credit card,your cc may let you file a chargeback.

I tried that and it said since I didn't pay for a physical item I couldnt file the reprt.
