Problem connecting my PayPal account with Udemy

Hi I am Asem,

I am a Udemy instructor and tried to connect my account with PayPal as a payment method but I didn't get anything.

I contacted them and they told me that I have an error message with my PayPal account called "REGULATORY_BLOCKED"

and that's what is written in PayPal developer documentation as

regulatory block: PayPal blocked the transaction due to a violation of government regulation. In this case, payment status is Denied.

How can I solve this problem? and why it's happened to me?
