I sent cash to my son through paypal (do this often) and was charged a fee. It looks like there is no way to report it or get help. I have had my account for over 20 years and have never been charged a fee
Friends/family payments are always free UNLESS you fund them from a card, if you fund them from funds in your paypal balance OR bank account then its free.
Also you would pay a fee if there was an currency conversion / cross border fee involved.
