Ordering a PayPal credit card without a business account in Germany

Hello, I am looking for a credit card to rent a car abroad. I already have a PayPal account but it's private. Now I read that PayPal also offers a credit card. Is this also available in Germany, and can I have it with a credit limit? If so, do I need a business account?
