I have used PayPal since the year it started 2000
With the amount of scams on the internet today PayPal should bring back the escrow service they had years ago instead of paying a scammer for something that never arrives. Goods and Services just doesn't cut it. PayPal should hold the money from the seller and when the buyer gets the item with
proof of a tracking number and messages PayPal as we did years ago that everything is fine then PayPal releases the money to the seller. PayPal did charge a small percentage of the total sale to the purchaser choosing to use the Escrow service but as things are today its well worth bringing it back.
Insurance wise for PayPal they will save money for transaction refunds and in the long run make some money the escrow charges and buyers and sellers can have safer transactions like we did years ago. Someone asking for a large purchase and payment upfront to a buyer is not working well these days.
