Someone want to send me money, but an error message appear: "Sorry, this recipient can't accept payments at the moment." What happen with my account, why it happen, and how to fix it? I've contacted the Customer Support but never get answer

Have you verified your paypal account by adding and confirming a bank account or card?
Have you confirmed your email address?
Is the person sending funds in your currency or another one?

I've indeed verified my account and confirmed my email. Over the past 2-4 years, I've been consistently using PayPal for both receiving and sending money. While the sender has successfully sent me money several times before, I'm uncertain as to why they're encountering difficulties now
