For starters, open a Dispute. Then go from there. Go to the Resolution Center in your PayPal Account.
Just some common sense advice.
When ordering online, does the seller or business provide the following:
Info about the seller or company.
Physical address.
Contact phone number.
Contact email address.
Shipping and Return Policies
If no to any or all above. Move on, don't purchase.
Of course, any and all info can be phony, after all, no one knows you're a dog on the internet.
A legitimate seller or business will always provide contact info and policies.
Not defending PayPal but, if you don't do your homework, who's fault is it?
