Invalid country code in shipping address for Cuba

I want to use Paypal Payment Pro for capture credit cards in my business. One of the countries we can ship is Cuba. If as user I specified Cuba as country in the shipping address and confirm the payment I got this error: "This transaction cannot be processed. Please enter a valid country code in the shipping address."

Exists any restriction for some contries for the shipment? I don't have problems with other countries as US, Mexico, etc.

click on the link and then click on the country you want and i think you will see Cuba is not able to access paypal.

Thank you kernowlass for your response. AFAIK cuban business can't use Paypal due politicals laws. I'm only setting Cuba as country in the shipping address. It is that a problem? Thanks
