Merchant rates not adjusting based on previous month's volume

this is what Pay Pal has on their site

"Your account is set to the Merchant Rate, which determines your rate based on the previous month's sales volume"

My volume for the previous month exceeded the 10,000.01 on their chart:

$10,000.01 USD - $100,000.00 USD2.2% + $0.30 USD

It's now 4/6 and my rate is still showing 2.5% which is not the rate it should be. I have called twice and gotten the run around and different answers as to why it hasn't changed. Meanwhile I am getting sales and all are at the 2.5% rate. So, I work hard to increase my sales and Pay Pal is not reducing my fee structure.

Anybody know why?

One person tells me it changes on the 5th and stays at that rate for 30 days, well, it's now the 6th and it hasn't changed.

I waste more time on the phone talking to Pay Pal and getting no where. I've been a long time account user but gettting tired of dealing with them and loosing money with their high fees and poor service. I have a merchant service account and contemplating changing unless Pay Pal does something to fix their poor customer service.

So, if you know why they aren't changing the fees as they are supposed to please tell me. You can't talk to the department in charge of this, you have to talk to merchant service customer support and they don't know what they are talking about.
