I've sold an item on eBay to a customer in Puerto Rico and clicked the "Create Shipping Label" link, which takes me to PayPal's site. After linking my UPS account to PayPal, it incorporates the address into the "UPS - Create your Shipping Label" form on PayPal's site.
In the "Shipment FAQ" link, it reads that UPS Ground is available in all 50 states and Puerto Rico.
There are two different problems from there:
If I select "United States" as the "Ship To" country, then "Puerto Rico" is listed in the "State" drop-down, but it flags the zip code 00738 as invalid, even though I've confirmed that Zip code is correct on the USPS website (which is what UPS support said they use for zip code confirmation).
If I select "Puerto Rico" as the 'Ship To" country, then it accepts the address and zip code, but "UPS Ground" is no longer available in the "Service Type", only "UPS Worldwide Express" or "UPS Worldwide Expedited".
The same address works just fine for UPS Ground when entered directly on the UPS website, but I understand there are benefits to creating the shipping label through eBay\PayPal.
