PayPal won't commit to a question like this.  Best you can do is to Google on your own.

Interestingly, on November 8, 2013 the PayPal FB page requested information about Circumnews via a PM. I sent them a boatload of information based on extensive research. As of this moment, that email was never read.

I've been a PayPal user since ~2000. So nice to know no one cares.

I am also looking for any kind of info on Circumnews. I have googled and asking others and they are all asking back! On FaceBook I am a member of a group,"Circumnews Proof Pics" we found one picture showing a paypal payout for Circumnews. We are still not sure if it is legit either.
