Hello!
I am trying to add a new user to my pp-business account.
Once I add the user, I am asked to confirm the identity.
I enter all information(first/last name, date-o-birth, and type of document uploaded).
In type of document uploaded, I can select
1. Govt. issued photo id,
2. Passport
3. National ID
I select govt. issued photo id and upload the driving license of the user.
Then I click the "Confirm" button, it tells me "Thank you for blah blah, we will return with response blah blah"
After 1-2 days, paypal sent me an email that the "Address" section was missing any information, so I need to provide proof of
the address for this user.
Since, driver license already include the current address, I go to "confirm user identity" section and upload it again(note, all the fields are still same,
there is no additional option of uploading any other type of document except the 3 mentioned above).
Again after 2 days, I receive email that, paypal received a fax with somekind of coversheet, I need to provide the user address as proof of identity
which I can do by going to "Edit" user section. I go to edit user section, (Manage Users -> Edit) but I can only enter first and last name.
If I go to confirm user section, all fields are same(first/last name, date-o-birth, type of document, upload field). What paypal instructs does not match
with what I can see/access from the Manage Users section.
If I reply to the email that instructs me about what's missing/what to do, I get a response that, this email is not monitored hence I won't receive
any response!! If I go to message center and leave them a message, they send me a canned/template message totally irrelevant to the matter
I wrote about(note that, there is no specific topic related to user management in paypal, so I have to select manage my account and then one of the sub
topics, and I received immediately a canned response, a more or less copy paste of the sub topic from FAQ section).
I am totally lost here. I don't like sharing my password with secondary users so I tried to create a new user, but now I am stuck in this vicious loop of
confirming identity for all eternity. I think, if I could write to paypal with exact reference number of the case, my emails would be more fruitful, but
I can't seem to find anykind of service/support email anywhere.
What am I doing wrong here?
What is the right way to add a user in Business account?

Thanks for the quick response.
Yes, I have credit-card bill statement on this person's name.
Utility bills are not available as the utility are in name of landlord,
this person(and his co-renters) share the bill at the end of the month.
