Can I open PayPal business account with ITIN and EIN? I don't have SSN.

Yes.  If signing up under a business/company name, use EIN and the income will be reported in business income tax return. If signing up under business as sole proprietor, individual or under your name, or you're just a casual seller, use ITIN and the income will be reported on your individual income tax.

Consult an accountant if you need more information. But you can use EIN and ITIN to open a PayPal accounts in general.

If they ask for both numbers (EIN and ITIN), put both.

I tried , It keeps asking for SSN. Maybe because the way ITIN is formatted, they would not accept it online. 

Customer service seems clueless. What option do I have ?

Skip that step for now.  They will ask for it later.

Or go back and enter it after you sign up.  PayPal says they accept EIN and ITIN as well as SSN.

Where they say that? My ITIN is not being accepted on the verifcation form , and the customer support after waiting for long days so far they said that I need to close the account . I just replied saying that I got my ITIN and EIN and I´ve been using the account for the last couple of years without any issue.

You will need to close the personal account and open a business account instead, or upgrade to a business account. They allow ITIN, SSN, and/or EIN with a business account.  You can conduct some personal transactions with a business account.
