So I have a negative balance. I haven't paid it, and now "convergent outsourcing" (debt collectors) are asking to pay them back. I have 2 questions. 1. Will restoring my balance fix anything? And will they stop pestering me? 2. What happens when I don't pay them back? (I rely solely on balance. No banks, no cards linked.)

PayPal sold your debt to a collection agency. You now need to pay the debt collector.
It is unlikey you can ever use PayPal again since you don't pay PayPal account debt.
The debt collector willl continue to contact you until you pay. You could wait until you get a letter.
