Good evening everyone.
My name is Doug and I've volunteered to be treasurer for the event. I am responsible for collecting the fundsfrom the family members to save for the expenses of the reunion.
My question is, is there a way to setup an account for each member to login to and make periodic payments and at the same time I as the treasurer can go into the account see what payments were made and how much each member's balance so that I can keep track and create reports?

It is not a good idea to have everyone log in and see whats happening .
you may set up an account in your name and ask each member to send you payment and you as the treasuer can keep track of each member contribution ,if they want to know how much they have contributed,they can always look at their own account or ask you.
Paypal has security measures to make sure no one hacks your account,and to allow everyone t o log on,log off using different ISP,different device would just have your account restricted.

Yes, but, everyone involved will need to have a "verified" PayPal account - if you can make that happen then, what you have in mind is possible. Most important YOU will need to have a "Business" account. Why, because what you want to setup is a recurring payment or subscription process and you would be charged a payment processing fee (2.9% + $.30 for each transaction).
If that's not the way you want to go forward, you can send a money request to each individual - it would have to be for "Goods and Services" and the senders would have to open a PayPal account in order to pay, when they send you the funds, you would be charged a payment processing fee (2.9% + $.30 for each transaction, same as having a Business account).
Not everyone would be OK with setting up a PayPal account, this is something to think about. Why, all accounts would have to "verified" meaning each account would have to complete 2 of the required 3 steps.
* Linking and confirming your bank account
* Verifying your credit or debit card information
* Providing your social security number.
If everyone is good with setting up their own PayPal account and taking the proper steps with the verification and you are OK with paying the transactions processing feess - then you're good to go ! In the real world, that may not be possible therefore, using PayPal may not work our for what you have in mind.
Bottom line, figure out how much you need and ask each family member to chip in either via check or cash. Keep it simple and everyone will be happy !!!

It would be your personal PayPal account and you have full control. It would be unwise to give the password to another person. You are the only person responsible for whatever happens to the account. Others can send you money but it would be into your personal account. What happens if you keep the money for yourself? What protection do you have for those sending the money?
Are you a trustee of the funds? Is there a legal document to show your responsibility to others of your group?

simple,they would just beat him up at the reunion.
they can also do interbanking transfer,set up a bank account for this purpose and tell them what is the routing and account number and ask them to make payment just like they pay their electric bills,water bill online. or just send check.
