International Large Envelope shipping

I just recently realized the the custom (tracking) number doesn't track first class international large envelopes anymore.

The custom forms use to start with LK but now start with UA. I have tried talking to postal clerks and they're oblivious to anything changing.

I've also tried contacting Postal Consumer Affairs, no luck there.

Tried contacting PayPal to see if they might know. No response there either.

From what I can find, you now have to pay for international first class package to get tracking.

Does anyone know when this changed?

I have sold many small items to UK,france 2 ounces first class intl ,cost is 12.85

some are UA and some are lk,they are all shipped in small diecut box inside an envelope.

but if they are not going to track, then why pay package price of 12.85 for a 2 ounce, why not just ship envelope, which cant be more than $2.00?

and use the money to buy insurance
