I'm brand new to this. My question: Is it possible to use a Weebly button to link to PayPal, or do I have to use the PayPal tools button?

Sure. When you create a PayPal button, at the very end you'll have a tab labeled Email, and this would give you a URL string that you could use as a link in an email, for example. That same URL could be used as a link from buttons in services like Weebly. Just copy the URL the PayPal button generator gives you and paste it into the button link in Weebly. That should give you what you're wanting!
