Pending payment and is it safe to ship?

I have a buyer who just made a purchase from me for $125. I told him I would ship immediately after payment was received. He paid and when I checked Paypal the funds were held in pending status. Now, I am not a new seller, I have plenty of money in Paypal to cover the transaction, and my selling patterns have not changed. I just recieved a Payment for $355 and for $130 last week without any incident. What could be another reason that this buyers payment would be held? Also, do I need to hold off on shipping this item?

 

I must also add that I did recently accept to refund a buyer on an item that was NWT, but was too small... but that item was only a $20 item refund. I am still waiting to receive that item back so the case in eBay is still opened. Could that cause this hold in Paypal? I just want to make sure as this is my first refund. I also want to make sure that it is still safe to ship item to buyer.

When a seller receives payment,PAYPal actually fronts the money for a few days until it collects the money from buyer bank /credit card,could it be your buyer is new or does not have both credit card and bank linked to his paypal account or using a form of bank or cc payment which takes longer to collect?

where is your buyer?

However, after dealing with this all day and all the headaches I was told that their was a glitch in eBay's system by eBay. They said I was still considered a new seller and even though I met the 25 ratings, the $250 in sales, I had not been a member for a complete 90 days and even though I have not had any holds or pending payments previously the system must have just picked up that I was a new seller. So all payments will be held, or are suppose to be held now until 12/9/16 when my 90 days will be officially complete. Which is so crazy to me, but what can I do? So, I have to ship this item anyway, upload the tracking number, wait until the package is marked delivered, wait another 3 days after that to make sure my buyer doesn't have any issues with their item and then the payment will be release and it could take up to 21 days. Seriously?! When I only have 3 days left? Its so silly and also quite confusing to new sellers. Not only is it confusing, but PayPal says, "Wait, do not ship yet." How am I suppose to feel comfortable shipping the item? I asked PayPal support and they said I'll just have to call each time. 😲 The reason being, it is not PayPal holding payment it is in fact eBay.

If the PayPal transaction detail page tells you to not ship, then do not ship.  That status means there is a  potential issue with th buyer's payment or funding source; the payment could well fail.  PayPal is investigating the buyer's payment. 

This is not a hold on funds, it is an investigation of the source.

 

The funds haven't even been secured by PayPal.

 

So, just wait until PayPal gives the OK to ship.

PayPal verbally told me that I had to. Support said in order for eBay to release payment there must be a tracking number and delivery date. Trust me I questioned this for a while! Finally giving in after PayPal assured me phone calls were recorded and after documenting everything!
