Problem with vanilla gift card( transaction not giving me back my 50 dollars)

I was sending my friend a 50 dollars but then i cancelled the payment. And as a result paypal gave me back 49.46 dollars and I thought that everything was cool. However, as I check the balance that was in vanilla gift card through vanillagift.com it states that I was being charged double and that the transaction was -99.96 with a remainder of 30 cents. Now I am very confused because paypal states that it gave me back 50 dollars but then on my visa gift card i was charged -99.96 is this a sync problem? Who do I contact for this or is this just a update problem and I should wait things out?

Contact the card via number on the back as PayPal has refunded processed your refund.  If you were charged twice inadvertently, Do a thorough check of PayPal to make sure  you don't have a payment that wasn't refunded.

I recently contacted the number and they told me that since hurricane Matthew is passing by that they don't have a clear view on the transactions. they told me that paypal still has the money but, all i'm seeing from paypal's side is that i was refunded.
