recently it was in the news an Ebay seller selling electronics was caught by FBI,he is getting fund from overseas ISIS organisations and they are sending him fund to assist in US ISIS related activities,he never ship anything and he uses Paypal to collect the payments,it could be a snitch,but they found out.
You can see why Paypal is getting cautius and want to review payments .
But once you keep selling and establish a good record,there should be no hold.
I never have any hold,but what I sell is rather low key.
