They collect it whether you owe taxes or not. In order to receive a 1099 tax form, you must have over 200 transactions, grossing over 20k a year. You must meet both requirements though. If you had 201 sale transactions and grossed 13k, you would not get a 1099 form. You are responsible for determining whether to claim this as income or not. See a tax professional for a consultation. Paypal wants the tax information in case you meet the 200 transactions and $20,000 requirement to send you a 1099 .
Without that 1099,it is up to you to report any income from such sales.
If you are selling odds and ends around the house either used or new,most people usually sell for less than they paid for,so you really have no gain.
I would not report it,if you deduct expenses like Ebay,PAYPAL fee,driving to post office,packing and taping and insurance,where is the beef?
