Unable to send personal payments through friends and family

Hello!

I've been having a few problems finding the option to send some money to my brother's paypal account, as he will be traveling to the US soon and will buy me some things (we're currently living in Brazil). I'm trying to send him money through "friends and family", since i'm not really paying for any services. Is this option still available and I'm missing it? Or is it locked for everyone in Brazil due to bank regulations?

PayPal is country-specific so make sure no tries to use a Brazilian PayPal account when in the U. S.   When in the U. S. one must have a U. S. PayPal account.

Brazil may have currency restrictions.

That's not really our issue, I'd only be paying my brother when he got back either way. He's not going to use his PayPal for anything while in the US.
I just wanted to know if the "friends and family" option isn't available for Brazilian PayPal accounts, since I haven't found any information on that.

I am sorry to hear about the difficulty you've run into with this. Unfortunately, personal payments are not currently available in Brazil. We are always looking for ways to expand our services to new areas and hope to be able to expand this feature to your country in the future.

PayPal fees are very high to Brazil. To send money to family there is inconvenient by Western Union, but due to PayPal treating it as a commercial payment and taking out very high fees, PayPal is not an option with this facility blocked for Brazil.
I hope this basic facility becomes available, as I need it often.
