Woocommerce -Paypal refund issues

Hello - I recently opened my store and was testing paypal express. I was able to make an order and receive payment through paypal account.

while I was testing the refund of the payment, I got this error message - "You do not have permissions to make this API call".

I did go to my account and selected manage 'API' and enabled the express checkout option, but nothing changed..same error.
