customer address not showing up in paypal shipping

I saw another person had this problem  last year in December (with no solution) but it started happening to me about the end of this Feb.

I send an invoice to the customer.  I get a notice from PayPal they have paid.  I also get an email from them that they have  paid and that they have verified their shipping address as correct. So I know the address is there.  I go to PayPal shipping to ship and there is no address.  I have it happen about 1 out of 3 transactions.  I have to go to PayPal labels and manually enter the  info. 

This is really frustrating. 

Anyone else having this problem? 

Is there a fix for this problem?
