how to invoice international clients

I am doing freelance work for a client in the Netherlands. I intend to invoice him in USD.
1) Does he need to have a Paypal account to pay me?
2) Can he pay me from his NL bank (bank transfer)?
3) Do I need to include any additional information on my invoice (he believes he needs an IBAN or BIC number -- about which I can find nothing)

The client does not need a PayPal account as long as your account is set up to accept credit cards.
You create the invoice just as you would otherwise and include all detials.
You send the invoice in US$. Your payments will come into your account in US $.
You will be charged the $0.30 and 4.4% fee.
The buyer will pay for the currency conversion from local currency to US$; the buyer will also pay the converson fee. The total the buyer pays will be higher cost to the buyer than an expected conversion rate.
Accepting in US$ keeps it simple for you.
Just be aware that you will not have seller protection for delivery unless you actually ship something. PayPal may conisder other documentation for delivery proof, but no guarantee.

if he wants to pay you via his bank account,he can either do intl wiretransfer outside Paypal,all he needs is your bank account,routing number and swift code and pays his end of the wire transfer fee and buy the US dollars .
Your bank would charge you a fee for accepting incoming wire,say 5 dollars.
if there is another bank involved,say your bank relies on some larger bank to receive fund from oversesa bank,then you will be paying wiretranfer fee twice,onceto the corresponding bank and once to your own bank.
but wiretransfer is irreversible,there isno such thing as item not received,item not as described or unauthorised transaction,and you pay no 30 cents plus 4.4% to Paypal.
this would be the best scenario for you if you can convince him to do so.
iF he is too cheap to do so,then he could pay you via a credit card if he knows your Paypal email address or he can open a Paypal account himself and like DC said pay conversion fee from Euro to US $ FOR 3 % AND you pay 30 cents plus 4.4% .
Paypal could also withhold your payment for looke look,he could also file disputes up to 180 days.

You are in US,you can give him your state license number or just your SS number,
you are sole proprietorship and your tax id would be your SS number
