PayPal does not protect you against scams, nor does PayPal protect you against bad judgment.
Buyer protection is pretty much limited to non-receipt.
If you receive the but don't like it the outcome is uncertain. If you win a dispute you need to return the item at your expense. Seller could take issue if the item returned isn't as new.
You could win a dispute but loose your money.
The goal should be to make sure the is no reason for a dispsute, so do thorough research on the seller. Ask seller for address and phone number; then phone the buyer and ask whatever questions you want. If you have any doubt about the seller, don't count on PayPal to cover for your mistakes.

Seller needs to provide online tracking to show delivery.
