Issues with In App Purchases on Google Play

I've been using PayPal for awhile now to make in app purchases on Google play. I never had a bank account or card linked to my PayPal account because I didnt have either. So ive always used my PayPal balance. I've never had any problems until the last two weeks or so. While trying to make an in app purchase on one of my games, I got the message "Your payment was declined due to an issue with your account. Please contact us." I went to the Google help website and it gave me some options of what the issue might be. 1. Remove the payment method and then readd it back and try making the purchase 2. Clear Google play store app cache and restart the app 3.Update Payment method 4.Contact bank The first two I tried multiple times which never did anything, the third option wasn't even my problem because nothing needed to be updateded. The fourth option is why I'm now here posting this for paypal. I'm not using a credit card so I don't have a bank but since I am using PayPal I thought that maybe there could be an issue with my PayPal account rather than my Google account. I have not received any type of message from Google or PayPal informing me of any problems with my accounts. So this problem just happened all of a sudden and I don't understand why. Please help! (P.S. Since this problem accurred, when I removed my payment method on my Google account and went to readd it, it was telling me that the payment method on my PayPal account needed to be changed so I added a prepaid gift card to my PayPal account but I have my PayPal balance as my preferred payment method.)
