Paying even with errors?!

Hello, I've bought a prepayed visa credit card with an amount in it of 50$. I tried to buy an item on eBay of 48.77$ but when it was the time to paid, they said Error Code #10417. I've tried many times to restart the processus, but no more success. I've decided to see what amount there was in the card. There is 47$ and there were 3$ that were going to PayPal. I know that there is a 1$ that goes to PayPal when you buy,but why there you charged it even if it was an error?! 

And why this error happened even at the first time?

the same thing happened with me. On some sites, (i bought for over 250$, there was a fee that paypal took, plus an 8$ international charge in the end i had like 141 or something, so you may have 50$ in your card, but infact it could be something like 42 =/

I may be wrong, may be it's just me, so don't take my word for it!
