Buyer to sign truck standard waiver(small damage). accuses seller-NOT shipping. Blocks pay

We're in Montreal. eBay Buyer in PA, buys 2-1/2 tons of used, 50+ year old machines for 15% of new price.
Seller at NO Cost, combines 2 machines as one with a new ad on eBay so Buyer can "click once".
At NO Cost, Seller finds Buyer trucking co. for a low price INSIDE a dry-van semi trailer to his shop.
At NO charge, Seller finds buyer a US Customs broker. He shares his US Customs Bond for US entry- to Buyer-
all for a reasonable (low) price. Seller then sources and buys and delivers a custom over long pallet, and STEEL-Straps one machine
to the pallet; Seller custom builds a forklift skid, and BOLTS the other machine ~ 2 tons, down to it
all for a low price; he removes easily stolen parts for safekeeping inside the machines for transit, sends photo to
Transport and buyer. It's cheapest to ship with other(usually cartons) dry goods, safe inside a 53' tractor trailer.
The skid and pallet project BEYOND the dimensions of the 2 machines, so other cargo can't touch them
Seller even oiled ALL exterior steel surfaces of the machines against corrosion.
Seller arranges ONE pick up for two machines, saving Buyer money. All is ok and trucker.
ask his consignee (Buyer) to sign their standard waiver of superficial damage waiver against claims for scratches, etc.
(unless machines are crated). Seller emphasized to buyer NO one has ever made a scratches etc. claim
and urged him to sign waiver, as do his other buyers.
NOW, though these machines have been USED for decades AND ARE Scratched already-
Buyer REFUSES to sign the waiver ! BUYER then falsely libels the Seller claiming [he plans to steal back parts]
of the machines Buyer bought- based on the EXTERIOR LOOK of the machines before shipping!
He ALSO files a dispute with PayPal citing the above false information. He UPGRADES to a CLAIM for hold back
at the ~same time,without talking with Seller though he has Seller's 888 Toll Free number all along!
Buyer has not called back to Seller and just kept implying 'Bad Faith" of Seller to PayPal!
and NEVER tells the whole story!
MEANWHILE, Buyer's purchased machines are blocking Sellers only 19,000 sq. ft loading dock!
What can seller do? he's offered crating to Buyer, but Buyer keeps wanting everything for
free, AND insists the machines SHOULD even be plastic wrapped and have soft pads placed
on all corners, in addition to the Trucking company wanting crating after Buyer paid.
Seller's one dock (19,000 ft warehouse is blocked with Buyers 2-1/2 tons of machinery for
two+ weeks, @ $50/day.
Should Buyer apologize to Seller ? Should Buyer simply sign waiver? Should he ask Seller to indemnify
the truckers, (as Seller even offered) for any claim by Buyer ?
Should Seller sue Buyer for false statements, libel, damages, and costs?
What should be done by who, when and how and who pays what to whom ?
