Can a Seller make you pay the paypal fees?

I recently seen an item someone was selling in a forum that had this not with it: (Payment through Paypal SEND MONEY - no echecks and buyer pays any associated PayPal fees). From what I've read on the fees it says the seller is responsible for receiving money for personal items. This seller isn't running a business, it is just a used item they are trying to get rid of. Do they have the right to tell potential buyers that they are responsible for the sellers fees?

First thought, don't use the Send Money feature for a purchase - should something go wrong, you won't have any protection or means to get your money back.
As for paying fees when it comes to using the Send Money feature - if the funds come from your PayPal Account Account Balance or Bank Account, there are no fees. The exceptions would be if you used a credit card or you're sending the money to a different country. Should you be in that situation, either the sender or receiver is responsible for the fees, normally this is negotiated ahead of time.

If you are buying the item somewhere other than ebay, then the seller can charge whatever they want as they are setting the terms of business and of the sale rather than ebays fee structure. Through ebay it was always supposed to be that sellers pay the fees and there are fees associated with receiving any money, at one end or the other, someone is paying a fee. Even though paypal charges criminal rates for exchanging money, millions of dollars are done monthly and I am sure though no one wants to pay the fees, we all do to keep selling. As far as being a buyer, you are crazy not to buy through ebay. Paypal has pulled the buyer close to the breast, and through ebay, you have the power for sure. Sellers are basically helpless as resistence is futile and getting any response from them that would even be comparable to help is about as likely as the Kim bucks I make here becoming legal tender. Anyway, yup, they can charge any fees they want and never use the send money feature. People hunt for others that are stupid enough or gullable enough to do so and then exploit them to the MAX.
