Canada Post Refunds to me (the customer). Refunded by PayPal or Canada Post??

So I bought a shipping label on PayPal from Canada Post. My printer decided to stop working then and there. I could not print the label so I canceled the order hoping for an immediate and automatic refund. No such luck. On my transaction it shows "refund pending" for 2+ months. It's like the refund is stuck in limbo.
I eventually got Canada Post on the phone and they say the refund has to come from PayPal. Tried finding that out from PayPal - no luck - and could not get an answer (so far).
So. Should my refund come from Canada Post or PayPal? If CP, how do I get it? If PayPal, how to I get it?
