Paypal claims my Vancity Visa Credit Card is being declined; Vancity sees no activity

I'm attempting to "Send Money" using my Vancity Visa credit card.
The attempt fails, with error message: Your card issuer denied this payment. If you have another debit or credit card linked to your PayPal account, please use that. Or take a moment to link a new debit or credit card. Contact your card issuer if you don't know why you were declined.
So I contacted Vancity. However, they see no record whatsoever of any attempts to make a transaction with this card, declined or otherwise.
WTF?? The fault seems to lie with PayPal, but I can't imagine how I would resolve this problem when they claim that my card issuer is denying the charge.

Incidentally I did this same transaction last week with utterly no problems. The only difference is I'm sending $250 US instead of $200 US.
