Unable to confirm my identity?

I have five successful transactions, but whenever I press "confirm identity", it tells me it's unable to confirm my identity. Or do I have to wait to make sure the transactions are for sure "successful"? I think it's safe to assume they are by now.
From what I understand, you only need to do one of the three things it asks you to do to confirm your identity. Unless you also need five successful transactions, in addition to recieving a total $150 and waiting 60 days?
Specifically, the error says this:
We're sorry, but we were unable to confirm your identity at this time. You can:
- Try again
- Contact Customer Service
I waited a day, I waited a week - and it still has the same error message.
Is there a fix to this? Thanks.

Sorry for the obvious frustration this situation is causing. I'm guessing that you're each trying to remove the holds on your transactions by confirming your identity? If that's the case, regrettably the process we use to confirm identities may not work for everyone. It uses public records to ask you questions to validate your identity and sometimes that just won't cooperate.
Your best bet is to contact customer service so they can take a look and see what can be done to get you sorted out.

I have the same problem.
- bank account confirmed so I am "verified"
- added a credit card (same bank) as back up for any charges where no PayPal balance available
- 4 digit credit card statement confirmation code entered (and PayPal just refunded the transaction)
- way more than $150 in my PayPal account
That's two out of 3 steps PLUS.
Can't get confirmed.
Telephone number "Not Available - Try Again Later"
Tried to come here to forum to post
Got lovely fluorescent pink warnings saying there were errors (2 warning pages) and that I needed to open a Lithium Support Case, add the time and date and a special code they displayed. I'm guessing that the Lithium Support is the problem here.
After multiple attempts, finally got this lovely forum to accept a user name and here I am.
So, you have my money, plenty.
You have my bank and credit card details.
I've even shipped one of the orders but it's a really long distance one.
Could I please know how I might proceed from here?
I have another PP Pro account and usually I get really good phone service.
I'm not quite used to this run-around.
21 days is way too long to wait for $$ in order to replenish the stock I am shipping.

I know html, but the only thing I added were bullets from your menu here. I've changed them to a dash.
And I got another error message. Lithium, smarten up! Sheesh. Picky.

OKAY! I am happy again. Phone calls are the way to go.
Two departments later, same call, my funds have been released.
It helps to have another active account ( a long standing Pro account) and a good record.
In my opinion, so does PayPal. Not too many issues that they can't help me with on the phone.

I just spoke with a customer service rep at PayPal about releasing funds...and she said the only way to do that is to give them a tracking number from a shipping courier. The problem with that is I need the pending funds to process the orders. She also said there is no other way to verify my ID, and i'll have to wait til the end of the month!
There has to be another way to release those funds sooner! Anyone have a suggestion??

What "public records" does PayPal use?
The confirmation question I'm getting is "What other first names have you gone by?" With a list of names that have never had anything to do with me. When i reply with the truth, "none of the above" PayPal cays it cannot complete the validation process.
If you're going to use information to confirm our accounts make sure it's actually information about the account holder!
