While I can't confirm for sure, I believe the actual abbreviation means : "PayPal (PTE I believe is associated with Singapore PayPal) ltd = Limited and MSP = miscellaneous payment.
In essence it means that you made a misc. payment to a business that hasn't processed completely yet (after the full process, your bank statement will usually show the full identity of the vendor).
*Note ; if you haven't made a purchase from anywhere in Asia (ie. China, Singapore etc.) on or around the stated date from your bank I would call Paypal to investigate just incase your account has been compromised.
Something with less than three legs, but more than two.

After finding these mysterious "pre Authorized Withdrawals" on my bank account from time to time I finally found the answer
A few years ago we received an email saying that we needed to connect a bank account to out paypal... This was, as I have learned today NOT A PAYPAL requirement. We did though connect an account at that time.
... Now to make it more confusing when you make a purchase using paypal, as you go through the steps, you are given a choice to use your credit card or bank account or whatever other way you have added to your paypal account.
I finally put it all together..... for us anyway.
If you authorize something like: Google play Store- Apple- Amazon- or any other company to connect to your pay pal account a purchase may come up as a PAYPAL PTE payment on your account... That is what I have finally figured out ......... the lesson to be learned for us is..
PAY CLOSE ATTENTION to any and EVERY PURCHASE you make . We have begun to keep an actual HARD COPY the old fashion way... a “binder” where we will write down any purchase that we make online and then as we see the payment on our account we check it off....
The problem is that in this day and age "money" is no longer "Money" that we physically connect with. It has all too often seen as a Click, a tap, or a password that seemingly reaches into a bottomless cookie jar of “dough”
People all too often want to blame their financial problems on everything and everyone else rather than being aware and responsible for what they do.

just cleared this up on our accounts after a couple of years of it happening ....Check to see what you have linked to your paypal ... i.e. Google Play, Amazon Apple, you may have inadvertently authorized them to take a payment by connecting them. You may also have added a bank account to your paypal account then not chosen the credit card that you normally would use for a paypal transaction. Call paypal and have them help you remove the bank account from your paypal account it is really simple.
Hope that helps
