I'm trying to buy something from eBay, but every single time my payment is denied because the "3-digit card security code is incorrect" even though I have used this card on paypal purchases before and I have not changed any info on it.

Hard to say what the issue may be.

You can try the basic troubleshooting steps.  Delete your browser's cookies temp files and history, then close the browser, open it and retry.

Also ensure that your PayPal Account has been verified.

Last option if results are the same, contact customer support assistance.
