$500 sending limit?

I do not have a bank or card to link, by the way. But it says I have a 500 dollar sending limit and I have not sent ANY money at all, yet when I try to send a dollar to pay some money I owe, it says I have somehow exceeded the limit. How do I fix this problem? I have money on this account and I'm going to be really irritated if I can't even use it.

The fix is to verify your account.  Yes, limits are displayed however, it just does not work that way (unfortunately as you have already found out).   The system may or may not let you do a transaction without verifying your account.  Usually it lets you do 1 or possibility 2 transactions if the account is not verified and will display what your limits are but in most cases, you think you can do another however, the system won't let you.

Botton line, if you want to use PayPal, you have to verify your account.  If you don't have a bank account and/or credit card, then PayPal and most other similar services won't work for you.
