Buyer wants to accept refund after dispute ends. Help needed.

Can someone please give me some advice.
I sold a guy some items. He refused to pay the postage price. So to keep him happy, I sent them by two separate packages to keep the price down. Guess what, one when missing in the post. Instead of contacting me to say that he hadn't received both, he opened a dispute through Paypal. That was the first I heard of it.
As soon as I found out, I contacted the delivery company. As soon as it was confirmed it was missing I offered the buyer a refund. The buyer ignored all my emails and offers of a refund.
The dispute has now closed. Two weeks later I get a mail saying "I will accept the refund"
Am I still entitled to refund his money. Or now that the dispute has closed with him ignoring all my efforts to refund in that time is it too late?
Normally I wouldn't hesitate, but this guy has messed me about from the second he agreed to buy from me.
Any help or advise please.

This could be your lucky moment. Once a dispute is closed, it cannot be reopened so it looks like you don't need to bother with the refund at this point. Your scammer customer may have scamed himself. When a dispute is opened, it has to be escalated to a claim within 20 days of the date of the dispute. If this is not done, PayPal will close the dispute assuming that the issue between the 2 parties has been resolved. As the dispute has been closed, you should not have to take any further action.

I am convinced the guy was trying to rip me off.
He paid for both parcels with one payment. As he received one of the two, I offered him a part refund.
I am sure what he thought was going to happen is, if he ignored my refund offers not only would he keep the goods that did arrive, but also Paypal would automatically give him a full refund.
As that didn't work, he is now sending me emails wanting the money. His scam back fired.
