I got the American Express Bluebird card which comes with a routing number and account number and functions like an online bank. I added it to Amazon Payments with no issue but when I attempt to add it as a bank to Paypal I get "Sorry, we are not able to process your request. Please try again later."
I have looked up other threads and over the years people have asked the same thing but never gotten a real answer.

In a word, no. Well, maybe. Probably not though. Basically virtual banks like this can be rather risky to PayPal so we tend to not allow them to be used. I can't say that we'll flat out deny it (although it sounds like we are here), but by and large they can't be used.
