Hi,
I'm trying to link add my Maestro debit card to paypal, i'm from Portugal and this site predicts I can use them both to receive and send funds. I sucessfully linked my bank account to Paypal and i don't know why I can't also do it with this card.
I need to buy some goods on ebay and it only allows me to pay with Paypal and with a card associated. Whenever I input my card data I get this message:
"The bank that issued your card didn't approve this transaction. Please contact the card issuer's customer service department if you have any questions. Or you can add a different card now to continue."
I already contacted my bank and they say it's a problem that needs to be solved with you and your database.

Olha, acabei de receber neste momento uma mensagem deles.
Vou transcrever uma parte do mail para aqui:
"(...) I have reviewed your email and I can assure you that you are correct at the moment customers in Portugal are experiencing issue's with their Maestro cards been authorised on their PayPal account. We are working with the banks in Portugal to resolve the issue as soon as possible. Until the issue is resolve you can top up your PayPal balance using your bank account.
(...)
Your money will be in your PayPal account in 2 to 3 working days. We?ll email you when the money is in your PayPal account. We don?t charge a fee to transfer money from your bank account. Your bank may charge a fee to transfer the money.
I am unsure of the time frame of when this will be resolve but as soon as it has been I will send you a follow up email to let you know."
Portanto, basicamente, tens de enviar fundos para a tua conta PayPal por enquanto, até eles corrigirem a situação. Enfim.
Agora estou na dúvida se posso realizar compras no eBay assim, porque já tentei e não deu. Lol.

Paypal differs country to country, click on the link and select your country from the drop down box and you will see what cards you can add.

Already did it. It says I can use Maestro cards here in Portugal. But it's not working.
When I try to buy something on ebay asks me to login to Paypal, ok check, then asks me to link a credit card. Ok, I input my credit card data and gives an error that I mentioned in my first post. Why?

Olá! Estou a ter o mesmo que tu! Sempre consegui fazer compras no ebay e á cerca de uma semana que me dá a mesma mensagem que tu, já falei com o banco e eles dizem que está tudo bem. Já contactei inúmeras vezes o paypal e nunca me respondem. Conseguiste chegar a alguma conclusão?

Não... Troquei umas correspondências com a equipa de suporte do PayPal e estou aguardar uma resposta. Mas não me adiantaram nada de novo. Disseram-me para contactar o meu banco ou a entidade responsável pelo meu cartão. Ou seja andamos aqui num braço de ferro.
Eu já tinha contactado o meu banco antes de iniciar este tópico eles disseram-me que é um problema qualquer de parametrização com o PayPal e que é questão de sorte. Alguns clientes têm consseguido anexar o cartão ao PayPal outros não.. Já não sei.. E tu tens conseguido alguma ajuda?

E achei uma coisa estúpida. Estive aqui a consultar questões de outros users e os moderadores dizem para consultar este site (https://www.paypal.com/us/cgi-bin/webscr?cmd=_display-country-functionality-outside&dispatch=5885d80... como referência para saberes se o teu cartão no teu país é compatível com PayPal, e o nosso é!! Não entendo. Depois a senhora do banco também lá me explicou que o PayPal Portugal deixou trabalhar com o BES (porque será? LOL) e agora trabalha com o Deustche Bank. Enfim.
