OK firstly millions of paypal users send international payments everyday without a hitch myself included.
Secondly if you could state HOW you are sending it and HOW you are funding it we may be able to help.
Thirdly if you don't want us to bother and prefer to close your account feel free to do so.
Fourthly when you click on contact bottom of paypal pages they give you an email addy where you can select any option it really does not matter AND a phone option so not sure why you can't use the latter.
Lastly you can also send customer services a personal message via their twitter and facebook messages.
Advice is voluntary.

I have also experianced this issue. I use a Chinese supplier. I have sent money directly to them 9 times over the past year without an issue.
Now when I go to send them money as usual...their e-mail will show up as soon as I get the first 2 letters typed in, but if I click that or type the whole e-mail in and click next, nothing will happen. Sometimes they will even be listed on the payment page along with others I have sent money to. I click the others and it takes me directly to the screen asking how much I want to send, but if I click my Chinese supplier it won't do anythinhg
I called and talked to 2 diffent reps. The last one was most helpful. He checked the account and said it was still active and even confirmed. He said he thought it was due to "singles day" in China. He said he thought things would be cleared up shortly....but seeing as others have had this issue since 2 days before singles day (11/11/2015) and they were not even sending money to China....it seems that reps guess might be wrong.
PayPal needs to get this sorted or they will be losing quite a bit of money on this issue.

There have been times in Firefox (but not always) when I will start to type the e-mail in for my Chinese supplier. I get the first 2 letters of the e-mail in and the person I want to send the funds to shows up. Then when I click their name / e-mail address it will pop up an error. It has a trianglke with a ! in the typing window and then a message below that.
The issue is the persons short cut is still there...coving up most of the error message. There is no scrolling up or down on this to uncover the error.
Though it is cut off, it appears to be a different email address and then a message. To me it looks like
????@???.com or 10 digit number only).

Though I have only got this error in Firefox, I have also tried to send the payment with Internet Explorer with no success. IE does not give an error, it just will not do anything when that recepiant is typed in or clicked on.

I did finally get to see the entire error message (without the receipient's info in the way). This error usually appears on Firefox whereas Internet Explorer does not give the error. It just will not accept the e-mail address and is unresponsive when I try to enter it. The complete error reads:
Please enter a valid email or moble number (i.e.
MESSAGE BOARD WONT LET ME ENETER THE TEST EMAIL ADDRESS DOT COM or 10 digit number only).
So for some reason the PayPal system is flgging my suppliers e-mail address as invalid even though they have said it is valid, active and even confirmed.
This needs fixed ASAP.

This issue seems to be fixed for me (11/16/2015). I tried earlier today...just as I have been trying for the past week and I could not make the payment. I decided to try again later in the day and the payment went through as it always had before the problem.
Hopefully this is resolved for everyone with this issue.

What are the fees for transfer , and the number of days it takes before monies , reach my thai account ..
