Cannot pay without creating account

I was buying a DVD & was directed to the paypal checkout. The choices were LOGIN or PAY WITH DEBIT/CREDIT CARD.
I entered my card info in the guest payment & it said "The card you entered cannot be used for this payment. Please enter a different credit or debit card number."
From now on the same payment process (same shop) doesnt have the Pay with Card option, its changed to Create Account.
I cleared my cookies. I tried a different browser even, but it looks like paypal have logged my IP & now i am forced to login or create account.
I am in a kind of glitch situation with paypal, please CAREFULLY read my issue before commenting. Thanks.
• I CAN NOT create an account with my card because paypal dont allow your card address to be outside of your banks issuing country.
• My original paypal account with my card can not be used because I moved to another country.
• I cannot use my card as a guest because it is recognised (somehow) as belonging to the original account.
• I deleted the expired card from my originial account but even so, (my current card is a later issue) paypal seems to recognise it being the same account.
So It seems I cannot use my card with paypal at all in any situation i try.

Paypal is country specific so if you move country you have to open another paypal account in that country and add an address / phone number / and bank accounts from within that country.
Also you are supposed to REMOVE all financial info ie bank accounts and cards and close the old account BEFORE you leave that country.
The only exception is U.S users can add their bank accounts to other countries paypal accounts.
Suggest you get another card./ and use guest option.
Advice is voluntary.

Yes, my address with Barclays Bank is my address in Japan.
My account is a UK bank account located in the UK. It has no connection with Japan other than the fact my address is Japan.
I was not logged in to paypal. to be sure of that i logged in, logged out. Deleted all cookies associated with paypal, quiyt the browser & started again the process. I used an email address with the seller that is not used for paypal. I also used a different browser with the same result.
After posting I continued to try & eventually I now gert the same result as the first time "This card cannot be used"
I called my bank & they checked (in detail) & there is no restriction on the card. It is a new card issue (feb) & has been used for other payments sucessfully (not paypal)
I have now spoken with paypal & their solution was to add my Bank Account (not card) to paypal & trnasfer funds to paypal that way.
I assume the problem is my address.

If you adding an address at time of payment and it doesn't match your credit card address it is a sure faillure. On siites, though, one is allowed to use a shpping address and then add a separate billing address to go with the card. If you don't have that option when paying, then your shipping address would be used for the card. This would likely be the case when using the PayPal cart payment as PayPal wants to offer seller protection for shipping to the correct address. If PayPal can't verify the correct address it would reject.
When I make online purchases I buy from sites which don't use a PayPal cart generally.

I am not sure if that is entirely correct ~I can use my Japanese card on PayPal as a guest & that has my registered address in Japanese, so it will never match websites I use in English.
