Did Paypal and Blizzard Scammed me?

Last January 28, I tried to upgrade a game I bought from Blizzard.
For some reasons, the transaction didnt push through and blizzard's website isn't smart enough to inform me that each failing transaction is causing their system to debit money from my debit card.
Now after 4 times of "transaction failed" I went and check my bank account and found out that I have lost 24.75USD X 4 from the failing transactions.
So I contacted Blizzard about the incident.
They said that the trasaction has been cancelled and the money is sent bank to my bank.
And it will take 2-4 days for the money to be returned to my bank.
Sadly, it been weeks now and I still don't have my back.
I'm starting to think that Blizzard and Paypal teamed up and screwed me up.
Did anyone else experienced these kinds of scam?

How can Blizzard state that the money went back to your bank, if you paid via PayPal?
take a look at your PayPal-account, you might have set up a billing agreement with them
profile-->preapproved payments..
you should be able to cancel this, so that they wont deducted any money from you anymore.
if Blizzard send the money back, it should show in your history, check that as well.
dont think either of these companies is trying to rob /scam you, might be just bad cicumstances at the moment you were trying to pay.

I contacted blizzard about the incident and told him that my paypal is link my debit card where i load when ever i need to buy something online and use paypal to pay for it.
The support guy told me that according to thier records, the transactions were all cancelled and if i used paypal which is linked to my debit card then the money should be back in my bank not as paypal balance. But it would take 2-4 days he said.
That made me feel less worried at least the money is going to be returned.
But unfortunately I've been checking everyday the status is always "pending".
I went to my bank and ask if I have pending money transfer, they said my account does not have pending transactions.
I dont see a "preapproved payments" menu under profile. What is that?
In my history, is says that blizzard cancelled the payment. but the status is always pending.
I'm really worried because I don't feel safe buying online anymore because of this paypal and blizzard scam issue.
I have uploaded a screen shot of the cancelled transaction.
As you can see, Blizzard charged me 60.41USD instead of 24SGD which is stated in thier website.
This is the first wave of the scam, they force a transaction to fail. No messages stating that I was being robbed by paypal and blizzard.
I don't have an idea why the trasaction fails and tries to pay again, then I get charged again for 24SGD.
And when all my balance were taken, blizzard throws a message stating that I do not have enough balance to make the transaction.
So I went and check online in my bank to find out I was charged four times 24SGD.

To everyone else out there, let this be a reminder that paypal and blizzard are not safe.
Until Paypal and Blizzard cleard this up please be careful.
Remarks:
After stating the scam amount in my ticket to blizzard support.
Blizzard does not answer my report anymore.
Seems like if people does not notice the 24SGD loss theyll pretend like nothing happened at all.

Finally a response from Blizzard.
Sadly its all about "We have nothing to do with your problem anymore".
Just a quick FYI, I contacted Blizzard, the bank and Paypal support (This one did not answer) and they all say, "we don't have your money".
Now where am I supposed to go from here?

I would strongly suggest that you go to your bank, don't just call. Tell them that you want to file a claim for the money that was removed from your account. If you do this, they have no choice but to open an investigation and put the money back into your account. It may take a few weeks, but it is better than just giving up and not getting your money back.
In the past, I have authorized payments to be withdrawn from my account and had them take out much more than I authorized. I tried to resolve it with the company that made the error, but when they wouldn't take action, I went to the bank. The bank keeps your funds and releases your funds. They are ultimately responsible if they released funds that they were not authorized to release. Don't give up. You are entitled to your money.
