PayPal's Error messages are a bit cryptic and of course they don't really explain to the users what the root cause is. Error 3004 can be associated with the slow loading of some web pages on the PayPal website. The issue usually resolves itself. What you may want to try is deleting your web browser's cookies, history and temp files. Then close the browser, reopen it and retry. This gives you a clean start to try again.
