Can I recieve a refund if I did the transaction under a guest account, just didn't log into my paypal account at the tiime when I did the transaction but I have my email receipt with the receipt number, and the merchant won't contact me back?

Refunds go straight back to the card you used to pay as a guest payer so yes you can get a refund.
If you mean that you need to open a dispute as the seller won't refund you then yes you can do that as well but you need to contact customer services and they will open the dispute for you.
Advice is voluntary.
