Hello.
I am a seller and i have a small website.
A buyer made an order. I told him that shipping handling takes 5 days and the package will arrive to him in 3-5 weeks.
After 3 days, before giving the tracking number he opened a case where he told that he didnt receive the products.
After 1 hour i uplaoded the tracking number and was on transit, the item.
After 29 days from the order, he receive tha package and in the same day he receive the money as well.
He made a a chargeback from AMerican Express with C08 complain.
Now, i called paypal and they say, that the buyer made this case at AMerican express and he receive the money back. ALso, he received the products from me as well.
And also i am debited with 20$ for this operation.
So the conclusion is that the buyer opened a case, he received the money, he received the products and i still need to pay 20$.
Paypal said that they cant do anything and to contact the seller to give me the money. And i am sure that the buyer is not so stupid to retunr the free items that he have now.
So, a bak can enter into paypal system and take the money from transaction without paypal to say a word. Or paypal gave them the permision and abusively take the money from seller.
What can i do?

This will likely end as the cost of learning. In future, you, the seller, is responsible to select the shipping method which gets the product to the seller in a timely manner. I think 3-5 weeks is way to long to make a buyer wait. Even from Hong Kong I get a package delivered within 48 after being picked up by shopper. From Czech Republic it takes 10-14 days.
As a seller I would never make a buyer wait even 3 weeks, not even for an international shipment.

Buyer choosed this slow method.
And this is not the problem now. The problem is that paypal scam sellers.
And now, you can scam sellers as a buyer on paypal. So paypal is no longer the safest way to pay online. is a scam.
A buyer buy 100 iphones, next day after the package is send he say that he didnt recognise this transaction and he receive the money and then the products arrived.
And paypal will charge the seller with 20$ as a gift for beeing stupid because he use paypal, of how?
It is a big scam.
What you need to sell for seller protection? For international sellers. Digital items you can not, items like backpacks you can not .. but what you can sell? Only big coorporations can sell, am i right?

The choice of shipping method is ALWAYS up to the seller. Seller has has the responsiblity to ship by best way to protect seller.
Selling even a single iPhone is high risk. Selling 100 is extremely high risk of fraud. It is seller's responsbility to evaluate the risk before selling.
Not recognizing transaction would be an unauthorized charge. IF you follow all of PayPal policies for seller protection, you might get your money back.
It's best you review all of PayPal policies and terms of use and review the requirements for seller protection. If you complied, then contact PayPal to appeal.
PayPal is a good platform for payments, but PayPal does not protect a seller who doesn't follow the rules or doesn't understand the business aspects of PayPal.

It is not a Paypal scam.
Dispute is filed with Paypal,chargeback is filed with credit card issuer,in your case it is AMEX.
Your tracking number comes too late,AMEX rep just saw it is not delivered and ruled in its member favor.
Yours is not the only chargeback cases credit card issuer reviews these days!They could have reviewed and ruled on the case the day before it was delivered and sent the result to Paypal.
You said you have your own website and accepted Paypal,then you should understand how Paypal seller protection works,in most cases Paypal advises seller should ship in 7 days,not 5 days of handling and 3-4 weeks to arrive.
If you are running a business,try to have the popular brands on hands,instead of ordering after a customer places an order,or find a wholesale distributor which has best selection on hands so it can ship promptly to you.
Some scammers just prey on obscure sites,new sellers ,smart phones,gold bars,gold coins and expensive jewelry are all goodies to them.
Some day if you do well with your site,you may want to consider applying for your own merchant account to accept credit cards,you haev better control over chargebacks.

after sending 3 emails to paypal, they reopen the case with this message.
BUT I DIDNT RECEIVE THE MONEY IN PENDING AS THEY CLAIM.

Also PAYPAL is waiving the $20 charge.

Nah, PP is not a scam. Sellers are just ignorant of their seller protection rights. It is your biz to know these things as a seller, obviously. Don't let the buyer choose. They will always choose the cheapest ship method. You sellin' phones that are worth a nice chunk of change, ship with tracking and insurance. No exceptions. Protect yourself for yourself. Don't blame the buyer. Don't blame PayPal. Don't put the blame on Mame.
