This is what happened. I bought a dress from a lady $35.00 through paypal on July 13th(might be a different day) 2012. But it didn't fit so I sent $5.00 through paypal again a month later or less. I had her facebook account and her site I got it through on there. I also had her number and I her address because she gave that to me also Which I still have all that information..

But now to the tuff stuff. I then sent it back and kept getting in contact but it took her a long time to reply so when I did finally get in contact she said she had sent it back but after weeks I didn't receive anything. I then told her about this and she didn't know how this happened. So she then gave me a link to some purses she was selling and told me to pick out a purse that I would want instead. So I did and this was around December of 2012. And now that its now February 2013 I haven't gotten anything and she stopped talking to me Jan 12th saying they sent it and she would have it that week. Yes now I am stuck with nothing but out $40.00. I already made a dispute with paypal and her but it was closed and I have no money.

What am I do to?

Unfortunately you're out of luck.  Once a dispute is closed, you can't reopen it.

Most likely yes, unless you paid with a credit card.  If you did, you could contact the card issuer to see if you have any options. As the leased time has been a while, it would be questionable.

Debit cards are associated with bank accounts.  You're probably still out of luck.
