No Currency Conversion Options?

I've see the older posts on the settings in the Money portion of the user profile.  Those options no longer seem to exist.  Also while checking out at a non-eBay website using paypal I have no option to charge my credit card in the invoice currency.

Are all of these options gone now?

I have russian paypal account, there was currency conversion and if you notice, when you transfer currency directly by tapping send money and ebay transfer this currency (PAYMENT CONVERTION) it self you pay more fees, much more, When you transfer currency with (CURRENCY CONVERSION) within account you get more edequate transfer rate, when you loose this option ebay ripps you all the way, I have to transfer money in other currency and do not have this option anymore paypal just gives me very high currency rates and I looose sooo much money!!! Another paypal Thieft in a white day....
