PayPal only letting me pay from my PayPal Balance

I have been using my American Express card to pay for purchases through PayPal since I joined several years ago.  It became more difficult when PayPal made direct pay from mty bank account the preferred method and wouldn't let me change it back, but I could still pay from my credit card if I was willling to put up with the inconvenience.  Today for the first time I was told that I could only pay from my PayPal Balance (which I didn't even know I had), but with no explanation as to why.  Does anyone know what the problem is?

Pay outside of PayPal and not within the PayPal sytem if you want to use a credit card.

Do not select PayPal as a payment method when you check out from a web store.

.  Of course that's always an option, but I was asking about using PayPal, since at least one of the websites I paid today accepts only PayPal or check.  If PayPal has changed its system so that one can no longer use credit cards for direct payments, though, I am inclined to stop using it as much as possible.  Did they make such a change, and did they announce it to the users?

Could it be specific to the website, the credit cards are blocked?

Is this a problem just one selling web site or multiple ones?

 

I never use PayPal for payment anywhere, just credit cards, and haven't run into this problem, but I buy from traditional online stores.
