I am having a very similar problem. When I log into my account it wants to go to account overview as usual but tehn I get the message that it is currently not possible and to try again in 30 minutes and if I made a purchase...etc.etc. Well...it's going on since a few weeks now.
I figured out that I still can access the account overview clicking on Help/Support and then I am getting a new window with several menu options on the top in the new payp[al look. when I click on Activities I can see balance etc.
I think they don't want anybody to use the classic view anymore. Fine with me if really necessary....but then again...where can I switch to the new look? Maybe that helps.
It's pretty annoying to click around several times and load pages before I can see my account balance.
Frustrating..........
