Paypal rejected my pre-paid credit card to add funds, but charged me for trying?

I needed to buy a prepaid american express card to pay for something online, but the minimum amount i could find was $25, i only needed to spend $10. So i figured i'd put the rest of the money on it into my paypal account.

 

I attempted to do so, and i got a message saying the card was declined, and that the number was invalid, to try entering it again. I tried a few more times, thinking i must have mistyped, and then finally just gave up on it.

Now, i tried to put the card funds into something else today to not have it just sitting around on a prepaid card that's going to expire in a month, and i got a message saying i had insufficient funds.

 

I thought that was odd, so i went to check the balance on american express's website. Here's the thing... it has a ton of $1 charges on it from paypal. it says: PAYPAL INC MARK - Purchase with AVS $-1.00 So the balance is now quite low.

 

Why did paypal charge me a bunch of times for attempting to add funds to my account, then tell me i had the wrong card number each time so i'd keep doing it? Also, if the card number was somehow invalad, how did they manage to take $1.00 off of it each time?

Per PayPal's own Help FAQs, they state the following: You can't link a gift card, prepaid card, or one-time-use card to your PayPal account.  From our experience the exceptions are, PayPal Products or Green Dot Money Packs or a Prepaid Card that allows you to register both your name and billing address.

 

Suggest not trying to link a prepaid card to your PayPal account unless the card is a PayPal Product or a Green Dot Money Pack or you have contacted the prepaid card issuer and registered both your name and billing address with the card.  Note, there’s still a risk that the registered prepaid card may not be accepted if the name does not match the PayPal account name or the billing address is incomplete.

 

With many prepaid cards, there's no owner name or billing address information nor is there a way to include that information on the card.  There’s only the card number and an amount.  PayPal can see the amount but, their security checks cannot confirm the card owner as there’s no name or address info.  When that happens, you are asked to use another funding source.

 

If you try link the card, you may have some dollar amount removed however, the linking process will fail.  In other cases, you can link the card and may even have a small amount deducted from the card while trying to confirm it but again, you may not be able to use it for a purchase.  As for how you go about getting that dollar amount returned, you may need to contact customer support for assistance or the card issuer or both.

A prepaid card looks just like any normal credit or debit card, with a card number, signature strip and company branding. But prepaid cards are unlike credit cards, which provide you with a line of credit. They are also very different from debit cards that are linked to a bank account with an overdraft facility. This is because you can't borrow money with a prepaid card - you can only spend the money you have loaded onto it.

 

When you use a prepaid card at a retailer, the price of your purchase is deducted from the amount loaded onto your card. You can also make secure purchases by phone or over the Internet as many businesses accept prepaid cards. In addition, if you have a prepaid card that can be reloaded, you usually have the ability to withdraw your money from a cash machine (ATM).

 

There are many types of prepaid cards available for different purposes. You'll see gift, travel and everyday money cards, to name but a few but they all share the same benefit of being safer and more convenient to use than cash.

I wasn't trying to link the card to my account, simply add the money. I attempted to do so originally as a donation/payment rather than doing it through my account, since i didn't want to have the card logged as something used to add money to the account since it's a pre-paid and would never be used again once i took the last bit of money off of it, so since i wasn't logged into my account at the time, and simply used the donate button on my webpage, it shouldn't need to match my personal information.

 

Also, it didn't ask me for a different form of payment, it said i need to enter the number again to make sure i had it right.

Sorry, your post does not make sense.  You can't add funds to your account without linking the card.   And what you're trying to do with donation does not sound right.  As previously posted, if you don't have a name and address resisted with the card, PayPal cannot verify the card owner and therefore rejects it.

on the donation page there's a link that says:

 

"Don't have a PayPal account?
Use your credit card or bank account (where available)."

 

That's what i attempted to use for this.

 

Anyway, what i don't understand is why paypal took money off of the card at all if it couldn't verify it. It just kept telling me to try again, but i found out after that each time i tried, it took a dollar off the card and drained all the money out of it.

 

I had used this method once before with a prepaid credit card and had no issues with it.

They do a test to verify that the card is good however, they can't validate the owner of the card, thus it fails.  If there's a name and address associated with the card and it matches the info you entered, there's no issue and transaction is completed.  Now the big question is, how do you get back your funds.  Many prepaid cards are not re-loadable so you have to contact the card issuer to find out if any credit has been applied back to the card.
